Separate sealed BIDS for the construction of "HIGHWAY 40 WEST SIDEWALK CONNECTION PHASE II" will be received by the OWNER at the office of the OWNER, via Bidnet Direct at https://www.bidnetdirect.com/colorado/cityofsteamboatsprings, until 10:00 AM. prevailing time on MARCH 31, 2021, and then publicly opened and read aloud.
Late bids and bids delivered by any means other than Bidnet Direct will not be considered, and will be returned to the bidder unopened.
The work includes construction of approximately 1800 square yards of concrete sidewalk (2025 linear feet) and concrete ramps, 650 tons of asphalt, paving, signage, utility and drainage work. The project is within CDOT Right-of-Way and Easements.
THE BID DOCUMENTS may be obtained electronically at https://www.bidnetdirect.com/colorado/cityofsteamboatsprings, on or after 1:00 P.M.. FEBRUARY 15, 2021. The Purchasing Division will maintain a plan holders list through Bidnet Direct.
A VIRTUAL MANDATORY pre-bid conference will be held at 2:00 PM, MARCH 10, 2021. All planholders will recieve a meeting invite. Those who do not receive an invite for any reason will need to
request a meeting invite from Email Me. Contractors planning to submit a bid are required to attend.
A BID BOND in the amount of 5 percent of the BID AMOUNT is required if the project amount is in
excess of $50,000. PERFORMANCE and PAYMENT BONDS in the amount of 100 percent of the
CONTRACT AMOUNT will be required if the project amount is in excess of $50,000.
The City of Steamboat Springs reserves the right to reject any and all bids and proposals and enter
into a contract or issue a purchase order which, in its opinion, best serves the needs of the City of
Steamboat Springs and its citizens.
This project is a "Local Agency Project," and is funded by CDOT-administered FHWA grants.
Davis-Bacon wage requirements apply for this project. The On-The-Job, (OTJ) training
contract goal for this project is 320 hours. The Underutilized Disadvantage Business, (UDBE)
goal is 3% percent. Bidders must also be on the CDOT Prequalified Contractors List.
Construction specifications will follow the "2017 Colorado Department of Transportation's Standard
Specifications for Road & Bridge Construction". Project Special Provisions and Standard Special
Provisions applicable to this Project are included with the Bid Package.
CDOT Forms 605, 606, 621, 1413, and 1414 shall be included with the Bid. The CDOT Form 347,
Certification of EEO Compliance, is no longer required to be submitted in the bid package. This form certified that the contractor/proposed subcontractors were in compliance with the Joint Reporting Committee EEO-1 from requirements. The EE0-1 Report must still be submitted to the Joint Reporting Committee if the contractors and subcontractors meet the eligibility requirements (29CFR 1602.7). the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. §§ 2000d to 2000d-4)
and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract
entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full
